From 1st April 2026, cyclists who break traffic rules can be given a fixed penalty notice — just like drivers of motor vehicles.

From 1st April 2026, cyclists who commit traffic offences can be issued a "Blue Ticket" — a fixed penalty notice — for the very first time.

2026年4月1日から、自転車の交通違反に「青切符」制度が導入されます。これまでは自転車には適用されていませんでした。

Cyclists aged 16 and over who commit certain traffic offences will be issued a Blue Ticket and required to pay a fixed penalty. Fail to pay, and the matter moves to criminal proceedings.

16歳以上の方が自転車で一定の交通違反をすると、青切符が交付され反則金の支払いが必要になります。支払わない場合は刑事手続きになります。

🎯 Three reasons the Blue Ticket was introduced🎯 青切符導入の3つの理由

  • 1. To get cyclists following the rules — Bicycles are vehicles under Japanese law, and cyclists are expected to abide by the same traffic rules as drivers.
  • 1. ルール遵守のため——自転車も車両の仲間として、交通ルールを守る。
  • 2. To make enforcement actually mean something — Previously, the vast majority of cases referred to prosecutors were dropped without charge.
  • 2. 実効性ある責任追及——これまでは送致されても不起訴になることが多かった。
  • 3. To cut through the red tape — The old system required interviews and court appearances. The Blue Ticket wraps things up quickly and cleanly.

What Happens if You're Pulled Over? 👮捕まったらどうなるの?👮

The process is far simpler than it used to be. Here's how it works.

手続きはこれまでよりずっとシンプルです。順番に見てみましょう。

At the scene現場で

You're handed a Blue Ticket and a Payment Notice 🎫青切符と納付書を受け取る🎫

The officer hands you a Blue Ticket setting out the offence, along with a Payment Notice to take to a bank or post office. It's quick and straightforward — none of the lengthy paperwork that used to be involved.

警察官から「青切符(交通反則告知書)」と「納付書」が交付されます。これまでの手続きより迅速です。

Within 7 days原則7日以内

Head to a bank or post office and pay up 🏦銀行・郵便局で反則金を納付する🏦

If you accept that you committed the offence, take your Payment Notice to any bank or post office within 7 days. Once paid: no interview, no court appearance, no criminal record.

違反を認める場合、納付書を持って銀行か郵便局へ。支払えば取調べなし・裁判なし・前科なし!

If you didn't pay at step ②②で支払わなかった場合

Attend the Traffic Penalty Notification Centre — or wait for the post 📬交通反則通告センターへ出頭(または郵送)📬

Turn up on the date shown on your Blue Ticket — or, if you're based far away, the paperwork will be posted out to you. Pay within 10 days and the outcome is exactly the same as step ②.

青切符に記載の期日に出頭、または遠方の場合は郵送で通知書を受け取る。10日以内に支払えば②と同じ結果。

If you still haven't paid, the matter is referred to criminal proceedings — meaning an interview, a possible trial, and the risk of a criminal record.

反則金を納付しないと刑事手続きになり、取調べ・裁判・前科のリスクが生じます。

⚠️ When the Blue Ticket doesn't apply — criminal proceedings are used instead⚠️ 青切符ではなく刑事手続きになる場合

  • Serious offences — such as cycling under the influence of alcohol or dangerous riding
  • 重大な違反(例:酒酔い運転・妨害運転)
  • Where the offence results in an actual accident
  • 違反が実際に交通事故を引き起こした場合
  • Refusing to give your name and address, or making a run for it
  • 住所・氏名を明かさない、逃亡した場合
  • Disputing whether the offence actually took place

The Five Rules for Safe Cycling 🌟自転車安全利用五則🌟

These are the most fundamental cycling rules in Japan, formally adopted by the Traffic Safety Headquarters on 1st November 2022.

自転車利用者が守るべき最も基本的なルールです(令和4年11月1日 交通対策本部決定)。

Use the carriageway — but pavements have rules too!車道が原則、歩道通行にもルールあり! As a rule, cyclists must ride on the carriageway. Riding on the pavement is not automatically prohibited — it is permitted in certain circumstances. However, if pavement riding is deemed dangerous (for example, cycling too fast or obstructing pedestrians), it may be treated as a traffic offence and be subject to enforcement. 自転車は原則として車道を通行します。歩道を通行すること自体は、状況によって認められる場合があります。ただし、歩道での走行が危険と判断される場合(スピードの出し過ぎや歩行者の妨害など)は、交通違反として取締りの対象になることがあります。

Obey signals and give way at junctions!交差点では信号と一時停止を守って安全確認! More than 80% of cyclist-versus-car accidents occur at junctions. Always obey traffic signals and give-way markings — no exceptions. 自転車と自動車の事故の80%以上が交差点で発生。信号と一時停止を必ず守りましょう。 83% of all cycling offences: running red lights and failing to give way 違反の83%:信号無視・一時不停止

Always use your lights after dark!夜間はライトを点灯! Using lights at night is a legal requirement. Without them, you're far harder for drivers to spot — and the chances of a serious accident rise sharply. 夜間のライト点灯は義務です。無灯火だと自動車から発見しづらく、事故のリスクが大幅に上がります。 Fatality rate is around 1.8 times higher without lights 無灯火の致死率は点灯時の約1.8倍

Never cycle after drinking!飲酒運転は禁止! Cycling under the influence of alcohol is prohibited in Japan. From November 2024, riding with a measurable blood-alcohol level also became a punishable offence. Even a small amount of alcohol is reason enough to leave the bike at home. 日本では、自転車の飲酒運転は禁止されています。2024年11月からは、酒気帯び運転も処罰の対象となりました。少量であっても、飲酒後の運転は控えることが求められます。

Put a helmet on!ヘルメットを着用しよう! Wearing a helmet is strongly encouraged, though not yet a legal requirement. Around half of all cyclists killed in 2024 suffered a head injury. The fatality rate for those not wearing a helmet is roughly 1.4 times higher than for those who were. ヘルメット着用は努力義務。2024年の自転車乗用中の死者の約5割が頭部を負傷。非着用時の致死率は着用時の約1.4倍。 Fatality rate is around 1.4 times higher without a helmet 非着用の致死率は着用時の約1.4倍

How Does Enforcement Work? 👮どうやって取り締まるの?👮‍♀️

The basic approach to enforcement stays the same — what changes is what happens after you've been stopped.

取り締まりの基本的な考え方は変わりません。変わるのは「検挙後の手続き」です。

📍 Where and when does enforcement take place?📍 どこで・いつ取り締まるの?

  • Where: Each police station designates "Priority Cycling Enforcement Zones and Routes" — details are published on prefectural police websites.
  • 場所:各警察署が指定する「自転車指導啓発重点地区・路線」(都道府県警察のウェブサイトで公表)。
  • When: During the morning commute and school run (roughly 7–9 a.m.), and around dusk — the two periods when accidents are most common.
  • 時間帯:朝の通勤・通学時間帯(7〜9時頃)と日没前後の薄暗い時間帯を中心に重点的に実施。

Fixed Penalty Amounts 💴反則金の金額一覧💴

Below are the main fixed penalties. The steepest fine for cyclists — ¥12,000 — is for using a mobile phone while riding.

主な反則金の金額です。自転車で最も高額なのはスマートフォンの「ながら運転(保持)」の12,000円です。

Other Consequences 📚🪪その他の処分📚🪪

On top of the Blue Ticket process, repeat offenders or those involved in serious violations may face additional consequences.

青切符の手続きとは別に、繰り返し違反した場合や重大な違反をした場合にはさらなる処分があります。

Mandatory Cyclist Safety Training自転車運転者講習(義務)

If you're caught committing any of 16 specified offences on two or more occasions within three years (and you're aged 14 or over), the Prefectural Public Safety Commission can order you to attend a three-hour safety course. There's a fee to pay.

14歳以上の方が、特定の16種類の違反を3年以内に2回以上繰り返すと、公安委員会から3時間の講習受講が命じられます(受講料あり)。

⚠️ Fail to attend within 3 months and you could face a fine of up to ¥50,000.

Driving Licence Suspension運転免許の停止処分

If you hold a driving licence and cause a serious accident whilst cycling — such as a hit-and-run or a fatal collision — or commit a particularly grave offence (for example, cycling under the influence of alcohol), your driving licence could be suspended for up to six months.

運転免許保有者が自転車でひき逃げや死亡事故、酒酔い運転など特に重大な違反をした場合、6か月以内で運転免許が停止されることがあります。

⚠️ No penalty points are added to your licence — but suspension is still very much on the table.
